Job Description
Under the supervision of the Deputy Regional Director, the incumbent:

Acts as technical manager, adviser and coordinator for ICT function in the region.
Oversees, manages, leads and supports overall ICT functions at the regional office and country officesin the South Asia region, with responsibility in strategic planning and approach of the regional ICT function, taking initiative in improving and/or implementing new management systems across the region.
Provides technical leadership, oversight, guidance and quality assurance for ICT operations and data administration.
Holds shared responsibility for regional policy and strategy recommendations; authoritative policy interpretation and application at the regional and country levels.
Makes decisions on appropriate strategies for information management, methologies and approaches, technologies and resources to be deployed. Recommends new or amended ICT procedures and standards which will impact upon the operations, procedures and services of the ICT function in the region.
Monitors and analyses the regional ICT performance, and makes technical evaluation and reporting on issues impacting on the regional policy, systems and services.
Oversees the regional emergency response for ICT and telecommunications in the region, including preparedness, planning and operations management.
Desired Skills & Experience

Advanced University degree in Information management, with specialized training in computer science, information systems and/or telecommunications with specialized training in the fields broadly applicable to the job (applications software, database, network, management information systems, telecommunications and systems development, data communications and networks).
A first university degree with a relevant combination of academic qualifications and experience MAY BE accepted in lieu of the advanced university degree.
Work Experience:

12 years of relevant professional work experience in ICT or information management with increasing management-related content at national and international levels.
Developing country work experience and background/familiarity with emergency and security.
Strong knowledge of hardware, software, communication technology, networking, or operating systems applications.
Good understanding of ICT governance and management.

Excellent people skills, ability to build effective working relations with clients and colleagues across all organizational levels and boundaries, including with government officials and stakeholders.
Fluency in English is required with French DELF A2/B1/B2
